ABSTRACT
Estonia, Latvia, and Lithuania were among the most developed republics of the former Soviet Union and the first to demand their independence. But even their good health and education systems were unable to protect their children from ensuing poverty. Prosperity nowadays comes to the few people who are sufficiently educated or well connected enough to take advantage of access to the West. The majority of the population, however, depends on social assistance to survive.
