ABSTRACT
The countries of Southeastern Europe, traditionally among the poorest in Europe, continue to be held back by a legacy of dictatorship and totalitarianism, ongoing economic crises, and explosive frustration over the slow pace of change. Hobbled by the past, each country faces tremendous obstacles as it attempts to move forward with its recovery.
