ABSTRACT

In 1984, Sao Paulo created its CBA, along with reform of the curriculum, teacher training, and the educational evaluation system. These changes led to a 9.6 percent improvement in students who enrolled in 1984 and were promoted to

the third grade in 1986, compared to the corresponding results in 1985. In September 1997, the state of Sao Paulo instituted continuous promotion in

basic education, which lasts eight years, organized into one or more cycles, based on the successful school cycles that had been introduced in the city of Sao Paulo's school system.
