ABSTRACT

Argentina operates under a federal system of government. The Constitution grants the provinces a broad political, economic, and cultural autonomy. In education, however, there exists a long-standing tradition of central government hegemony. Among the frequent attempts to decentralize the educational system there are two key events to be considered in this chapter: ( 1) the transfer of the primary schools to the provinces from the National Ministry of Education in 1978, and (2) the passing of the Federal Education Act in 1993.
