ABSTRACT
Starting in 2004, mass surveillance has been carried out in reliance on the Foreign Intelligence Surveillance Act (FISA). This chapter describes the technological methods involved in various surveillance collection programs, and then outlines the debate over mass surveillance. Next, the chapter turns to an examination of the sections of FISA being relied on by the government. The concluding section is an examination of the significant Fourth Amendment privacy issues generated by these surveillance programs.
