ABSTRACT

This chapter explores the primary persistent problems in teacher education that teachers for a new era (TNE) was designed to address. According to the TNE Prospectus and consistent with the problems described earlier, TNE was intended to serve two primary purposes: to apprise policy makers and the public of the effectiveness of university-based teacher education and to provide examples of evidence-based programs to the field of university-based teacher education. A national advisory panel helped Carnegie select grant participants from the institutions that were then invited to apply. An additional and highly significant resource was the technical assistance provided by the Academy for Educational Development (AED), headquartered in Washington, DC Recognizing that attention to and regard for teacher preparation are unlikely to change without high-level leadership, the Prospectus required the sites to locate direction of the project in the office of the president or chief academic officer (CAO), not in the educational unit.
