Seeking a role or seeking reform: EUPOL COPPS and the Palestinian Authority security sector reform

The creation of EUPOL COPPS and the associated expansion of the EU’s tools in dealing with the Middle East confl ict was the result of a variety of interrelated factors pertaining to the EU, combined with the actions of interested regional and international actors, in addition to the political and strategic context of the Middle East confl ict in the aftermath of the second Intifada .
