ABSTRACT
It is with a view to these dynamics that this chapter will present an answer to the main question that guided this research: namely, why did the EU decide to expand its role in the MEPP in 2005 via the creation and deployment of EUPOL COPPS and EUBAM Rafah, and what can be learned from how the two missions were created?
