ABSTRACT

The primary goal of this chapter is to establish the critical linkages between measurement and evaluation strategies and program development processes in physical education and exercise science. The five steps of program development and the role of measurement and evaluation in each step are presented. The importance of the program development process as dynamic rather than static is discussed. Measurement and evaluation are critical components of this ongoing program development process. Informed decisions in any phase depend on sound measurement and evaluation strategies. Accuracy of measurement followed up with sound evaluation is essential to ensuring initial and continued quality in school and nonschool programs.
