Following an overview of the implementation of the Covenant of Mayors (CoM) at the national level in both contexts, this chapter presents an in-depth analysis of selected local strategies, illustrating how the participation in the CoM has shaped local policies and governance for sustainable energy. The analysis focuses on the degree of commitment to the CoM objectives and targets, and on the ambition and continuity of local action. It also tries to reveal the motivations of local authorities to join the initiative and their performance therein, including the speed with which they have translated their policy intentions into local SEAPs and the extent to which they have been involved in such learning-relevant activities as monitoring and benchmarking.
