ABSTRACT

Students in California, from Latino and other ethnicities, can once again be educated with the goal of reaching functional bilingualism and biliteracy. Several more states are now working toward approving the Seal of Biliteracy. These are beacons of hope that remind us that some advances are being made to provide our Latino youth with a thriving educational environment. Community-based organizations ought to escalate their efforts to encourage Latinos to participate in policy-making bodies such as school boards as a way to influence public policies at the local level and bring awareness to the Latino population about the issues that affect them. It is the responsibility of everyone working with Latino youth, whether it be teachers, school counselors and administrators, or instructors in teacher education programs to continue advocating in favor of Latinos in the struggle for a more equitable society.
