THE Annual Report of the Chief Inspector of Factories, though full of interest, presents fewer striking points than some of the earlier reports, but this in no way detracts from its value. On the contrary, it seems to show that the steady work of the inspector is bearing fruit, and that in conjunction, as there is reason to think, with a higher state of public morality, and a greater sense of responsibility, the defects which it is the object of inspection to point out, are diminishing in importance, if not in actual numbers,_ year by year.
