That word" compulsory~' has an ugly sound, but its significance depends on the methods ~nd extent of the compulsion, and this appears to vary considerably in the different Bills which have from time to time been introduced. We· understand that Lord Balfour of Burleigh's Bill will this year present several changes in its provisions, but, as it has not ;yet been published, we are unable to say in what directIOn these may tElnd. Meantime it may be useful to review some leading points in the controversy over the measure.
