ABSTRACT

This chapter explores the different steps in the policy development process in detail. It then focuses on the ways social workers can intervene in that process. The chapter explores various ways social workers engaged in policy practice can use strengths principles to shape social policy. It highlights how the strengths perspective can inform the development of new or reformed social policy. Needs determination and claims-making are the foundation of the policy development process. Typically, a variety of provider groups, client groups, and advocacy groups identify needs, engage in claims-making, and may try to direct policy development. Crafting policy goals involves negotiating with policymakers which policy goals they should pursue and legitimizing those goals with the public. The chapter also considers how social workers can help develop social policy, and examines how the ecological perspective can inform policy practice. The strengths perspective builds on the ecological approach.
