ABSTRACT

THE Select Committee have spared no pains in examining into the evidence relating to the sweating system. They sat to receive evidence seventy-one times, and have examined 291 witnesses, including clergymen, ministers of various denominations, ·physicians, statisticians, government officials, representatives of trade societies, of co-operative societies, and Jewish Boards of Guardians, medical officers of health, manufacturers, middlemen, managers, foremen, factory hands, workshop hands, home workers, labourers and many others of various descriptions. · :Mr. Arnold White, being· asked to define what the expression "sweating " meant, replied that it meant " grinding the faces of the poor," and his definition seems to be about the best given. The Report shows to exactly what extent the faces are ground, and also why it is that the poor are unable to resist the process.
