ABSTRACT

This chapter summarizes the most important aspects of humanization of arms control identified. It highlights where the added value of human-centered approach to arms control lies and how it can be used in the future on the path toward a world without nuclear weapons. The chapter presents that the notion of "human security" would replace concepts of security which focus exclusively on the security of the State. It outlines that several human rights institutions have dealt with the inhuman effects of nuclear weapons or related activities. It then can be expected that the debate on nuclear weapons and related activities will be further "exported" to other human rights fora. Moreover, it fortifies the international law norms against nuclear weapons by explicitly spelling out, for the first time in a universal treaty, an absolute prohibition on the use of nuclear weapons. A treaty banning nuclear weapons can nevertheless only be regarded as a first step toward a world without nuclear weapons.
