ABSTRACT
The chapter examines the evolution of risk reduction activities in developing countries, showing a pattern of strategic growth contingent on movement at the global level, one that neglected disaster risk governance until much more recently. It reviews some of the important global disaster risk reduction frameworks and agreements since the United Nations initiated the International Decade for Natural Disaster Reduction and discusses some of the gaps in these strategies.
