ABSTRACT

One of the wisest of the Greeks thought that those people who took no share in the politics of their city deserved punishment, and he proposed that citizens who, in civil contests, joined neither party should be fined by law. We do not have these fines in England, and we do not wish for them; there are many right 3things which the law cannot force us to do, yet we suffer if we neglect them; the punishment does not come from the law or the police, but in other ways. One of these right things is voting in public elections.
