ABSTRACT

THE extreme importance of English Local elections has been dwelt on by most constitutional writers. .As Sir Erskine May observes, " That Englishmen have been qualified for the enjoyment of political freedom, is mainly due to those ancient local institutions by which they have been trained to self-government." The ra.tepayers, men and women, of a. parish or borough, have by law the regulation, cleaning, lighting, watching, and taxing of that parish or borough in their hands, and this constitutes a. great trust which should not be neglected.
