ABSTRACT
THE FAMINE PERIOD T he history of the National Congress from 1892 to 1905 has an importance of its own because it was the last time when the Congress leaders as a whole still implicitly believed that by presenting a fair and reasonable case and acting along purely constitu tional lines, according to Parliamentary precedent, they could get the most glaring evils righted and at last win for themselves their freedom.
