ABSTRACT

This chapter considers probation in other countries. It discusses the jurisdictions of the United Kingdom and goes on to consider some aspects of contemporary probation in Europe. A number of influences have brought it about that policy and practice developed in one country have been 'transferred' to others, and the processes will also be discussed. The chapter focuses on the accounts are instructive not only for their own sake but for the light that they shed, through comparison and contrast, upon probation in England and Wales. Restorative justice practice is also of especial interest. In Northern Ireland as in England, this practice is often welcomed and has become the central model for working with young offenders. Scotland has a distinct legal system, with its own court structure and sanctions for dealing with offenders. European probation has a long tradition of international dialogue and debate. This has no doubt always stimulated exchanges of policy and practice.
