ABSTRACT

This chapter extends Chapter 4, and focuses on the practical application of the targeting process. The chapter presents a cost analysis for the desk approach and the door-to-door approach for targeting engineering. Cost analysis provides information for social protection engineers to decide on a better option for their programme. The analysis is based on three criteria, including efficiency, effectiveness, and cost-effectiveness. The cheapest option is not necessarily the best option, and high-quality data is required to avoid unnecessary costs and limit exclusion and inclusion errors. The appendix details how total costs are calculated for each cost type mentioned in the efficiency analysis example.
