ABSTRACT

Criminal justice practitioners in a democratic society hold unique roles and exercise unique authority. Individuals who have the power or authority to exercise control over others are guided by rules and procedures, reviewed against these procedures by supervisors, and potentially held criminally or civilly responsible when they intentionally or carelessly misuse or misapply their authority. Criminal charges may be filed against various persons involved in the force scenario. Subsequent to the resolution of criminal charges, or in their absence, a civil action may follow by one or more parties against one or more other parties including the governmental entity or private corporation that employs the actual people involved. Throughout the on-boarding of criminal justice and security employees, those responsible for selection, training, and supervising those hired want to ensure the employees' success through the right tools for the job. A comprehensive comparison of the use of force by criminal justice and public safety entities from around the world is challenging.
