ABSTRACT
The best that can be said is that recommendations on all these matters have been prayerfully drawn up by foreign consultants and that the Iraqi government has begun gravely to read them instead of filing them in back drawers. It is too early to predict whether the feudal class can recognize in time that its best interest demands a relative reduction of its own top-heavy wealth in exchange for the tranquillizing effects of reduced mass resentment.
