ABSTRACT

This chapter focuses on what the new era heralds for the future of the United Nations development system (UNDS) not just a new set of goals, but also a changed development cooperation arena taking the world "beyond aid", implying the need not just for a reformed, but for a reoriented UNDS, returning it to its original normative roots. In future years, the role of the UNDS in the review process should be to ensure that as in the Universal Periodic Review (UPR) there is full participation of NGOs and other non-state actors in the preparation of country reports, and preferably in the ECOSOC discussions. The UN Convention against Corruption (UNCAC) has been ratified by 168 countries and after six years (2009), a review mechanism was established, somewhat along the lines of the UPR, with country reports being prepared periodically with the assistance of peer review countries.
