ABSTRACT
The global AIDS community promoted condoms in Africa despite the evidence. We banned fear appeals. We stayed mum about the risky behaviors that enflamed the pandemic-to the point that some South Africans thought most AIDS came from blood transfusions. We were undoing the spectacular success in Uganda. Why was this happening? Could the answer, I wondered, be something as simple as ideology?
