“When I got to the Port Angeles site that morning I walked into what became a mind-boggling progression of events far removed from what I know to be the Section 106 process. Construction had exposed a thick deposit of shell midden and there was archaeological material everywhere. I was pleading with government agents to stop construction and follow the basic process of Section 106 and I pressed the tribal representatives into action for their own sake. No one listened.
