ABSTRACT
The theme of social justice has been of concern to town plan-ners since the new settlement entrepreneurs of the nineteenth century and early twentieth century. More recently the concepts of social inclusion and exclusion have been used to articulate the problems of disadvantage, and in the past decade a new impetus has been given by growing awareness of health inequalities (in the USA: ‘health disparities’).
