ABSTRACT

Chapter 15 stressed the importance of the way things happen, as well as what happens. Chapter 11 provided a ‘reality check’ on the process of urban change, demonstrating the sheer number of different interests involved. So how should planners plan? How should they work within a democratic, pluralist, capitalist society? Planners (in the broad sense used in this book) advise investors, politicians and communities what to do. How should they approach this task?
