ABSTRACT

C HAPTER 1 discussed the difficulty of directly comparing crime across countries because of the economic, cultural, and legal differences between countries. However, this chapter will not only attempt to compare domestic crime between countries, but will also look at transnational crime. For discussion purposes, this chapter will use the term “comparative crime” to compare countries’ domestic crimes. The term “transnational crime” will be used to refer to activities such as identity theft in Great Britain that is accomplished over the Internet by Russian perpetrators. In short, comparative crime considers how a country’s domestic crime stacks up against that of other countries, and transnational crime is used to refer to crime that crosses international borders.
