ABSTRACT

Those who lose most through the introduction of the policy of protection are civil servants and all those whose salaries or incomes are not regulated by supply and demand. These people lose insofar as their salaries have been based upon lower prices. But the revenue of the state from taxes of all kinds will increase with the growth of a nation's productive powers and when this happens it will not be unreasonable to expect the taxpayers to accept an increase in the salaries of civil servants to bring those salaries into line with the increased cost of living.
