Mr. Webster made this statement during a debate entitled “National Security versus Personal Liberty” on March 3, 2002, at University of California, Santa Barbara. Little did he know that 12 years later, the idyllic, upscale campus would be the site of Elliot Rodger’s stabbing and shooting rampage.
