ABSTRACT
Just weeks before the Paris attack, FBI Director James Comey revealed the Bureau was investigating ISIS-related activity in all 50 states and that “ISIS is recruiting here 24 hours a day.” (Sewell 2015) He later revealed there were 900 investigations currently in progress against suspected ISIS operatives, recruits, and individuals inspired by ISIS, with the number of investigations slowly growing.
