ABSTRACT
Municipalities and jurisdictions all have different resources. The resources of New York, New York, and Hot Springs, Arkansas, are not necessarily the same. Although some common resources such as law enforcement, fire, EMS, and public works exist, the assets they have are distinctly different. Despite having these clearly different levels of equipment, experience, and training, they have the same common goals of protecting and providing for the civilian population. This includes normal operations throughout the year as well as special gatherings and events.
