ABSTRACT

Donald Trump made opposition to free trade a cornerstone of his presidential election campaign. As president, he has begun to make good on his promises, abandoning the Trans-Pacific Partnership Agreement (TPP) and negotiating with Canada and Mexico to revise the North American Free Trade Agreement (NAFTA). In the summer of 2017 the Trump administration suggested it might investigate Chinese trade practices-including theft of intellectual property from U.S. corporations-as a lead up to unilateral U.S. actions to punish China. Many economic liberal scholars worry that the United States and China will get into a harmful trade war.
