ABSTRACT

This chapter describes how project objectives could be further developed, what processes should be used and what problems one can come across in doing so. Some of the objectives are there, right from the start; some must be developed during the early stages of the project. And the further the project continues along the road to completion and operation, the further refined these objectives will become. Objectives are also important, since risk management should be geared to ensure that nothing stands in the way of getting there. From a risk management perspective, time is of extreme importance. Louise Hart, who focuses on public megaprojects, describes the stakeholders from various perspectives – such as the minister who can see him-or herself confronted with the community, the media, the unions and the bidders. She discusses the position of the agency, where the project team is the only real stakeholder.
