ABSTRACT

The art of procuring is to design an evaluation system that will mirror the importance of achievement of the various objectives against the anticipated behaviour from the tenderers. The operations of the several instruments, in the form of three sets of dials to be operated, to fine-tune performance at the desired level. The three sets of dials are requirements and specifications – to be derived from the project objectives; qualitative criteria for award; and smart use of KPIs. The chapter discusses the instruments in more detail, while at the same time at a very high level discussing the various procurement techniques that may assist with the second set of dials, the qualitative criteria for award. It also discusses the sorts of dashboards that are commonly used in construction projects, not only to measure progress, but also to incentivise performance on the most important project objectives, all of which are sub-specimens of the Mantra.
