ABSTRACT

Income has always been one of the most important factors luring people to come and stay in the Far East. Against the background of stable incomes generally found elsewhere in the USSR, the enticement of supplementary payments and privileges in the Far East (especially in the northern territories) serve to attract people to the region. The monetary income consists of total amount of income from earnings, income from auxiliary individual activities (minus material expenditures), and various forms of social payments by the state.
