ABSTRACT
If it chooses, world society may control the manner in which people exploit the environment. That it now permits individual nations to abuse the environment in deference to a concept such as national sovereignty, represents a self-imposed limitation, not some sort of natural law that sanctifies exploitation. Whether or when world society chooses to override national sovereignty in establishing norms to control the use by people of the environment, it may do so.
