ABSTRACT

This chapter outlines the current discourse concerning sexual harassment. It compares and contrasts the experience of sexual harassment between genders, between occupations (traditional versus nontraditional occupations), and between sectors (private versus public), and finally focuses on sexual harassment at the state level. Data from the surveys of public administrators in the states are analyzed and policy implication areas are discussed. Analysis focuses on Kanter's thesis that structural and systemic characteristics play an important role in the experience of sexual harassment.
