AspectreishauntingeasternEurope:thespectreofwhatintheWest iscalled'dissent'.Thisspectrehasnotappearedoutofthinair.Itis anaturalandinevitableconsequenceofthepresenthistoricalphase ofthesystemitishaunting.Itwasbornatatimewhenthissystem, forathousandreasons,cannolongerbaseitselfontheunadulterated,brutal,andarbitraryapplicationofpower,eliminating allexpressionsofnonconformity.Whatismore,thesystemhas becomesoossifiedpoliticallythatthereispracticallynowayfor suchnonconformitytobeimplementedwithinitsofficialstructures.
