ABSTRACT

Editors' Introduction: In this interview, Yan presents the four central components of his view of political reform: horizontal distribution of power (roughly equivalent to checks and balances); vertical division of labor and responsibility systems; excluding certain social activities from government and party political intervention (establishing a certain degree of individual autonomy); and increasing popular involvement in government decision making. Of particular interest is Yan's knowledge and praise of the handling of the Watergate Affair during Richard Nixon's presidency.
