Introduction

The Twenty-seventh Congress of the Communist Party of the Soviet Union formulated the task of substantially improving all work in the sphere of foreign economic relations and of integrating this task more closely with the program for the economic and social development of the USSR and the acceleration of the entire economic mechanism. As know, the USSR’s foreign trade turnover has grown to very substantial proportions. At the same time, the CPSU Central Committee and the Soviet government have noted that the existing scale of trade, scientific-technological, and production ties with other countries have come into contradiction with the demands of the intensification of the national economy and the acceleration of scientific-technological progress. The restructuring and radical improvement of the USSR’s foreign economic operations has given rise to major changes in the system of legal norms regulating this sphere.
