ABSTRACT
In a staples-deficit area food production is of great, if not overriding, importance. Rice yields in the DRV, although comparatively high by international standards, did not reach levels appropriate to the resource availability. The sources referred to many unutilized and relatively cost-free ways of increasing output. This chapter examines the interaction between resource utilization and the changing local power balances implied by the NMS.
