ABSTRACT
This chapter looks at the way in which the policy thinking behind the NMS changed as the collectivized system came under great pressure in the late 1970s. As far as the organization of Northern collective agriculture was concerned, the most important element of the eventual response was the so-called output contract system (khoan san pham).
