The industrialization was carried out on the basis of restricted consumption enforced by extreme repression. Thus, it should be no surprise that the result was not socialism, but rather statism, a new type of class society. The recipe for statism requires that one begin with an undemocratic, underdeveloped country. The question was whether the socialists of all countries would stand together against the war, or whether the socialists of each country would support their own ruling class against the opposite group of countries. In a country that was devastated, with much of the former urban working class killed or dispersed, the main business was development. After a long debate, the Communist party under Stalin chose to develop rapidly, using resources taken by force and coercion from the peasantry, 80 percent of the people.
