ABSTRACT
When The authorities embarked on an ambitious administrative reform program in 1982, they signaled their intention to improve both the efficiency and the responsiveness of state and Party institutions. The reforms, accompanied by a Party rectification campaign, ran headlong into entrenched local, unit, and factional interests. Yet national authorities persisted in their attempt to gain control over the bureaucracy and to increase its cost-effectiveness.
