ABSTRACT

The number of handicapped people in China is put at 20 million, but it is uncertain whether this includes the mentally handicapped. Except for a few showpiece efforts, in past years China’s physically and mentally handicapped have been paid scant attention. Handicapped people are also promised better care. A China Welfare Fund for the Handicapped has been established. Its purpose is to “help the handicapped obtain social respect and enjoy the same equal rights and obligations as the able people.” The fund is described as “a national welfare organization recognized by the Chinese government.” The specific tasks of the fund are described as: “To publicize the need for society to be concerned with the work, livelihood, rehabilitation, and education of the handicapped, and to urge the departments concerned to work for laws and regulations in their interest; to sponsor welfare services for the handicapped and to raise, administer, and use the funds for the handicapped.
