ABSTRACT
The year 1958 witnessed great advances, not only in agriculture and industry but also in capital construction, thanks to a great display of revolutionary vigor on the part of the people all over the country under the Party’s leadership. Capital construction on an even larger scale will get under way in 1959. Distribution of industries is a most important issue in capital construction. Provinces and autonomous regions should proceed from the overall situation and correctly set their construction tasks in light of the requirements of national and regional industrial construction and of their own peculiarities. Construction of factories of the same size requires less in medium to small cities than in medium to large cities. To arrange the capital construction projects in order of importance is a problem not only for the whole country but also for the various localities and departments; it is even a problem existing within single enterprises.
