ABSTRACT

The plan for increasing urban labor power must be controlled by the Party committees of the Center, the provinces and the cities. The difference between production and demand is very great in several weak industrial links, such as copper, aluminum, petroleum, wood, and rubber. This can be solved in the near future. The production target that is based on the capacity of complete sets of equipment is calculated not only on the capacity of major equipment but also on the capacity of the equipment of enterprises as a whole and each link in the professional fields. There are two situations in urban industry. One is to increase labor normally and also increase the production of commodities so staff and workers can balance them against increased purchasing power. The other is to increase laborers abnormally by an excessive amount, which causes labor productivity to decrease and commodity production to not increase, while only increasing purchasing power.
